Because he’s gay and in the 1970s people didn’t like having gay people in the lead of an ostensible kiddie show.

The last 13 seasons of Doctor Who have been produced by gay men.
Hey! During which time Wyngarde was a guest star. Go figure.
I still think the main reason they wouldn't have gone with Wyngarde is because he's a pretty poor actor IMO.
